In order to make captions always visible, please follow the instruction –
1. Open the Gallery your need
2. Go to Captions Tab and enable it.

4. Choose the fist on – No effect – http://prntscr.com/gpeadk
6. Don’t forget to Save changes – http://prntscr.com/gpeazd
