New Popups do not work

I am not able to make any new popups work.

I am trying to add a disclaimer popup in the footer here.

I keep creating new poups. They do not work, if I add an existing popups however it will work here.

In creating my new popups I tried staring from scratch and cloning a currently working popup. I even upgraded to your Pro version hoping this would help.

Please help!
