You can find this option by this path: Design/ Show As Bar/ Cookie Notification Position.
Then you select Bar, here are the settings for Cookie Notification Position.
Position of the consent notice can be on Top or Bottom on Frontend.

Is you select Popup, notification will be display in the center.
